Set oven to 375°F. Coat a 9x13 dish lightly with oil or butter.

Combine beef with onion powder, garlic powder, and a bit of salt and pepper. Shape into 6 burger-sized patties.

Heat a skillet and cook patties on both sides until golden, but don't fully cook them. Put them aside.

Using the same pan, blend 1 cup of milk and flour until smooth. Slowly pour in the rest of the milk while stirring. Let it thicken and season with a pinch of salt and pepper.

Start with half the potato slices in the baking dish, then add half the onion slices. Place the patties on top, followed by the rest of the potatoes and onions.

Drizzle all the gravy over the top. Cover tightly with foil and bake for an hour. After that, sprinkle with cheese and bake for 15 minutes uncovered.
